That’s a great article. I have used some of those steps in the past but I would say the causes of utilization issues definitely vary. In all of my experiences high dataplane CPU issues have been bug related. High usage can definitely indicate capacity concerns when a new feature is enabled and other issues as the author described.
I have not run into this, but this appears to a very good document for troubleshooting
